WILSONVILLE – The Oregon School Activities Association’s (OSAA) Delegate Assembly met Oct. 7 to discuss a number of agenda items.
Officials
- Officials are getting a little bit more cash for breakfast, lunch and dinner expenses.
- Officials will receive a 4 percent increase each year for the next three years in every sport. By the 2027-28 season, every varsity official will receive almost $100 per game.
School Requesting To Play Up
- Schools requesting to play up are required to do so in all activities, not just one sport. Schools will be allowed two-year blocks to play up.
School Requesting To Play Down
- Schools wanting to play down must request to do so by Oct. 1.
- A team qualifying for the state playoffs and winning in a state playoff will return to their original classification the next year (this happened to Enterprise football).
- If a team of an individual sport (ie. tennis) receives a trophy at a state tournament, the team will return to their original classification.
- Play down is now for four years, not the previous two years.
- Schools wanting to play down must show three years of records with their request. Excluding football, schools must show less than 20% winning in class.
Cooperatives
- Cooperatives are common in eastern Oregon. The new rule states to form a cooperative, the schools may not exceed 10% above the classification cutoff of the largest school.
Diversity, Equity and Inclusion
- The Diversity, Equity and Inclusion Committee can now include unlimited “additional experts” in the area of DEI. Members of the committee can now serve six years on the committee.
Student Advisory Council
- The council has been expanded from 11 to 18 members. Each classification shall include at least one member.
Cutoff Dates
- Good news for JV teams. Cutoff dates for volleyball has been extended three days, soccer four days, basketball 11 days and baseball/softball two days.
Alumni Games
- EOS sees these come up every once in a while. The new rule on alumni contests state certified officials must be used, the game will not be used in the rankings and the game will count towards allowable games played during the season.
NIL
- EOS has been in contact with media on the west side of the state and this is already happening. That being said, we decided to provide the entire rules of NIL by the OSAA with the proposed changes in bold.
The following is intended to offer guidance to students, parents, and member schools regarding Name, Image, and Likeness (NIL). A student may earn compensation from the use of their Name, Image, and Likeness (NIL) provided that: (a) The compensation (or prospective compensation) is not contingent on specific athletic performance or achievement (e.g., financial incentives based on points scored).
(b) The compensation (or prospective compensation) is not provided as an inducement to attend a particular member school or to remain enrolled at a particular member school (“Undue Influence”).
(c) The compensation (or prospective compensation) is not provided by the member school or an agent of the member school (e.g., school booster club, collective, foundation, employee, etc.).
(d) The student-athlete discloses any proposed agreement/contract to the member school at which the student is enrolled and/or participating.
In seeking compensation for Name, Image, and Likeness (NIL):
(a) The student shall not use OSAA or member school marks, logos, insignias in NIL activities.
(b) The student shall not wear apparel or equipment which includes OSAA logos or member school markers and/or logos for the purpose of NIL activities.
(c) The student shall not reference the OSAA or member school name and/or mascot for the purpose
- (d) The student shall not use a member school’s district facilities and/or equipment for the purpose of NIL activities.
- (e) The student shall not use school practice and/or game film for the purpose of NIL activities.
- (f) The student shall not promote any services and/or products during team activities.
- (g) The student shall not promote activities, services, or products that are morally or ethically inappropriate for minors. That list includes associated with, but is not limited to,:
- (1) Adult entertainment products or services;
- (2) Alcohol, tobacco, nicotine and vaping products;
- (3) Cannabis products;
- (4) Controlled dangerous substances;
- (5) Prescription pharmaceuticals;
- (6) Political parties and/or candidates;
- (7) Any product illegal for people under 18;
- (8) Gambling, including sports betting, the lottery, and betting in connection with video games, online games and mobile devices;
- (9) Weapons, firearms, and ammunition.

- The student and their family are encouraged to seek legal counsel and tax advice when considering NIL activity, along with guidance from their member school.
