The Ad Hoc Football Committee of the Oregon Schools Activities Association has proposed 9-player football replace the current 8-player football program. The proposal includes two divisions with each division conducting a playoff and crowning a state champion.

This article looks at the teams designated to play Division 1. This division includes 28 teams from across the state. Teams included in this division range from schools with 79 students to 139 students. Heppner (76 students) has requested to play up to this division and Gervais (196 students) and Illinois Valley (155 students) have been granted to playdown to the division.

The majority of teams slated to play in the Division 1, if the plan is approved to switch to 9-player football, are former 2A schools with 11-man teams in the 2021-22 season.

A smattering of 3A and 1A teams are also included in the plan.

14 of the 28 teams (50 percent) selected to the Division 1 ended the 2021-22 season with winning records.

Roster sizes for the teams ranged from 45 to 19 players among the teams. The average roster for the teams is 27 players.
